China Cat Litter Production Regions: Where the World's Litter Is Made
China exports cat litter to nearly every market on earth, but "made in China" hides very different industrial realities depending on the province. Bentonite comes from mineral belts in the north; tofu and cassava litter come from agricultural-processing hubs; silica gel comes from chemical clusters. For an importer, reading the geography correctly is a sourcing advantage — it predicts cost structure, port routing, and even which quality claims are plausible.

Region 1: The Bentonite Belts — Liaoning vs Inner Mongolia
Clumping bentonite needs sodium bentonite ore, and China's commercial sodium bentonite belts sit in the north. The two sourcing zones behave differently on cost:
- Liaoning (Jianping and surrounding counties): closer to Dalian and Yingkou ports. For a 26-tonne container of bentonite the inland leg is short, which is why Liaoning-based operations can quote lower delivered-to-port cost than inland suppliers.
- Inner Mongolia (Chifeng / Ningcheng): large ore reserves and established mining, but the haul to Tianjin or other coastal ports is longer. The difference in inland freight is a real line item — for heavy clay it can reach hundreds of USD per container versus the Liaoning belt.
Both belts can produce good clumping litter; the question is where the delivered cost lands after transport. Jinan Silk Pet runs its bentonite production in the Liaoning belt for exactly this reason — mine proximity to Dalian and Tianjin is part of the price, not an afterthought.
Region 2: Shandong — The Plant-Based & Packaging Hub
Shandong combines three advantages: access to agricultural feedstocks (soy, cassava starch imports, pea fiber), a mature pet-product manufacturing base around Jinan and Qingdao, and a major export port. This makes it the default starting point for tofu, cassava and mixed-blend OEM programs. The same industrial base supports adjacent supply chains — folding cartons, PE-coated paper boxes and printed bags — so a brand can consolidate litter and packaging from the same region.
Region 3: Tengzhou — The Silica Gel Cluster
Silica gel cat litter is a synthetic chemical product, so ore location is irrelevant — what matters is process control. Tengzhou (Zaozhuang prefecture, Shandong) hosts the best-known cluster of silica gel producers, with the dust-removal and pore-structure process lines that separate export-grade crystal litter from commodity grades. When sourcing silica, audit the production line, not the mine.
Region 4: Zhejiang & Jiangsu — Premium and Design-Led
These coastal provinces carry more e-commerce and brand-design DNA than volume mining. Plant-based litters, scented lines and premium packaging originate here in smaller, faster programs. For a distributor building a mid-premium private label, the region offers design fluency — at a cost structure that is usually higher than Shandong volume plants.
How Importers Should Read the Map
- Match litter type to region before comparing quotes: a bentonite quote from a coastal trading company and one from an Inner Mongolia mine are different products on delivered cost — ask where production physically sits.
- Compare delivered-to-port cost, not ex-works price: for clay especially, the inland leg decides the real number.
- Verify the production site, not the registered office: request the factory address, a live video walkthrough, and — for mine-based products — the mining permit region and ore test data (swelling index, XRD).
- Consolidate adjacent supply: Shandong, for example, lets you source litter and folding-carton packaging in one region, cutting coordination cost.
